It's sobering to read the Bible instructing believers to obey the government knowing that the people this was written to were most likely being persecuted by it. Christians all over the world live under authorities that are oppressive and even seek to stamp out the faith. And at the same time, we're told to submit to those authorities out of reverence for Christ. Another example of how the way of following Jesus is an upside down approach to nearly every other faith.
